2025 U.S. Military Basic Pay Charts

On December 18, 2025, the full United States Senate passed the reconciled Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025 by a vote of 85 to 14. The bill now moves to the desk of President Biden for signature.

On December 11, 2024, the full House of Representatives passed the reconciled Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025 by a vote of 281 to 140. The reconciled bill contains the 4.5 percent raise for all members effective January 1, 2025 (not highlighted), and an additional raise of 10 percent for junior services member effective April 1, 2025 (highlighted). Before the final bill can move to the President for signature, the full Senate must also approve the reconciled bill. They are expected to accomplish this leaving enough time for the President's final signature.

On December 7, 2024, the House and Senate teams working on a compromise bill for the National Defense Authorization Act for Fiscal Year 2025 have come to an agreement for the pay raise for 2025. The negotiated bill provides for a roughly 15 percent raise for E-4 and below; E-5 would see about a 12 percent raise for just the early years and scaled back to the 4.5 percent raise all other pay grades would realize if this negotiated bill is ultimately approved (highlighted in chart; figures according to the AMENDMENT TO THE SENATE AMENDMENT TO H.R. 5009, pub. Dec. 7, 2024 at 1624est). The adjusted pay raise, if ultimately approved, would be the result of an initial 4.5 percent raise for all paygrades, effective January 1, 2025, with the highlighted amounts effective on April 1, 2025. If contained in a fully reconciled bill, the bill would go back to the Full House and Senate for approval before heading to the President for signature.

On June 14, 2024, the full House of Representatives passed their version of the Servicemember Quality of Life Improvement and National Defense Authorization Act for FY-2025 by a vote of 217 to 199. The bill contains an average 15 percent raise for junior Servicemembers in addition to the 4.5 percent first proposed by the President back on March 11th. The Senate Armed Services Committee has proposed a 5.5 percent raise for E-3 and below with the remainder of pay grades remaining at 4.5 percent.

On May 22, 2024, the House of Representatives Armed Services Committee completed its mark-up of the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025 (H.R. 8070). In it contains the proposal for an average 15 percent raise for junior Servicemembers in addition to the 4.5 percent proposed by the President. For the combination raise to be realized, the proposal would have to be approved by both Houses of Congress and signed into law by President Biden.

On March 11, 2024 at 1130 EDT, President Biden released his budget plan for Fiscal Year 2025. It states, "The Budget funds a robust 4.5 percent pay raise for America’s Servicemembers, continuing to build on the highest pay raise in decades of 5.2 percent in 2024." The proposed pay increase is directly in-line with U.S.C. Title 37, Chapter 19, §1009, and if approved, the raise will become effective January 1, 2025.

On October 31, 2023 at 0830 EDT, the United States Bureau of Labor Statistics released Employment Cost Index (ECI). According to law defined in U.S.C. Title 37 Chapter 19, §1009, this morning's release will be the military pay raise percentage for 2025 unless a separate action is taken by the President or Congress. Based on this morning's release, the pay raise will be 4.5 percent, and if ultimately approved, it will become effective January 1, 2025.
