The Career Enlisted Flyer Incentive Pay (CEFIP) has been discontinued and replaced with Career Skill Incentive Pay (CSIP). The Navy continues the same pay amounts as with CEFIP which are indicated in the chart. SECNAV Instruction 7220.88, dated Feb. 6, 2018, authorizes the Navy to increase to the CSIP cap of $600 (graduated up to maxim depending on years of service), but that action has not yet been realized.
Monthly Hazardous Duty Incentive Pay for Aircrew
Note: A rated officer in pay grade O-7 may not be paid incentive pay at a rate greater than $200 per month. A rated officer in pay grade O-8 or above may not be paid incentive pay at a rate greater than $206 per month. A rated officer in pay grade above O-6 may not be paid incentive pay after completion of 25 years of aviation service. A rated warrant officer with over 22, 23, 24, or 25 years of aviation service, will continue to receive the rate prescribed for officers with over 14 years of aviation service.

Administrative milestone AvIP rates are only available to aviation officers with 131X, 132X, and 15XX designators who are selected for career administrative milestones through the aviation administrative screen board process and meet the AvIP eligibility requirements. All other aviation officers will be compensated with the baseline AvIP rates so long as they meet AvIP eligibility requirements.

Navy Aircrewman Duty Pay
Per OPNAVINST 3710.7T (NATOPS), Enlisted crew-members are divided into three general categories: Career Crew-members, Non-career Crew-members, and Non-crewmembers.
Career Crew member (also known as Career enlisted flyers). An enlisted crew member who holds a 78XX, 82XX or 94XX NEC or is in a N789-approved training pipeline leading to the award of one of those NECs. They are designated as Navy Aircrewman and are primarily detailed throughout their career into flying billets (DIFCREW orders) and non-flying billets (DIFDEN orders). They are eligible for Career Enlisted Flyer Incentive Pay
Non-career Crew-members. Those individuals, not necessarily designated as Naval Aircrewmen, physically qualified to fly, who participate regularly in aerial operations and are assigned duty involving flying under DIFCREW orders. They are not designated as career enlisted flyers and are not eligible for CEFIP. Non-career Crew-members receive crew Hazardous Duty Incentive Pay (HDIP) for flying when assigned DIFCREW orders.
Non-crewmember. Those personnel whose duties require frequent and regular participation in aerial flights to perform in-flight functions that cannot be performed by other members already under flight orders. These personnel receive special mission flight orders for duty involving flying (temporary) (DIFTEM) as authorized by the appropriate allocation manager.
An enlisted member or non-designated officer who is required by orders to participate in frequent and regular aerial flights must meet DOD Pay Manual flying requirements to be entitled to receive Hazardous Duty Incentive Pay (HDIP).
